(1) In case of disagreement between two or more ministries, the decision of the Prime Minister shall be final, except for matters submitted to the Council of Ministers for decision.
(2) According to sub-rule (1), the Secretary of the Council of Ministers shall submit the matter to the Prime Minister for decision.
